Customs & Formalities

Based on regulations, prior to conducting an import, the company shall draw up a plan of import goods called a master list, which contain description of the operational goods. Master List (RIB/Rencana Impor Barang/Plan for Goods Importation) is a plan for the import of operational goods for oil & gas operations.

The master list should be prepared and separated between:

  • Operational goods - Non-Rental
  • Operational goods - Rental



Terms Of Delivery


The legal basis, which used for reference in the tender & procurement process, mainly based on following law and regulations:

  • Minister of Energy and Mineral Resources Regulation No. 037/2006 on Procedures for Filing and Settlement Plan for Import Goods Used for Upstream Oil and Gas Operations.
  • Minister of Finance Regulation No. 177/PMK.011/2007 of Exemption from Import Duty on Import of Goods for Upstream Oil and Gas, And Geothermal Operations.


BOP (Barang Operasi Perminyakan/Operational Goods) is all goods and equipments, including vessels and aircraft, which used directly for natural oil and gas mining operations, encompassing exploration, exploitation, refining, transportation and sales and for geothermal resources. BOP classified into two types, BOP Non-Rental and BOP Rental.

BOP Non-Rental is operational goods, which permanently imported, and BOP Rental is operational goods to be re-exported at the end of the contract.

The common verification and approval for operational goods (BOP):

  1. Extension periods request, for using BOP Rental more than 3 years
  2. Request for transfer BOP Rental status
  3. Request to relocate BOP Rental
  4. Request for Bebas Bea Masuk (Import Duties-Free)
  5. BOP Rental that Lost in Hole
